Because a spool holds different amounts of different line. 205 m at 0,28 mm and 180 m at 0,30 mm tells you the spool is genuinely a 4000 and lets you check it against the line you use. A size number alone cannot do that.
Half a turn of the handle, as stated. That is the figure that matters when a fish has taken line and the drag has to come back.
